This is purely my personal assumption: having lived in Greece, I would be confident that OPAP has the resources to lobby for what it needs. They have been in and out every government for years. They have a neutral to positive sentiment from the society, so I cannot see why they wouldn't continue to do what they do. I see no incentive from any other "power" to change that.
